Programme Overview & Rationale
The Behaviour Change Communication and Social Mobilisation Programme is an executive professional development programme designed to strengthen competencies in developing, implementing and evaluating evidence-based communication interventions that promote positive individual, community and institutional behaviour.
Public health, education, governance, climate action and sustainable development programmes frequently depend on people adopting new practices, reconsidering established beliefs or participating actively in collective solutions. Information alone is rarely sufficient to achieve lasting change. Effective interventions must understand the social, behavioural, cultural and environmental factors that influence how people make decisions and act.
This programme equips participants with practical skills in behavioural analysis, audience research, communication strategy, community engagement, social mobilisation, partnership coordination, campaign implementation and results measurement. Participants examine established behaviour change theories and apply them to realistic development challenges involving diverse populations and institutional environments.
Particular emphasis is placed on participatory communication, ethical practice, cultural sensitivity, inclusion, community ownership and the responsible use of behavioural insights. Through practical exercises, case studies and simulations, participants learn to translate evidence into targeted communication interventions that address barriers, reinforce enabling factors and support sustainable behavioural outcomes.
Within the Strategic Communication and Public Diplomacy Framework, the programme prepares participants to design strategic communication and social mobilisation initiatives that strengthen public participation, support policy implementation and contribute to measurable development results.
